Yes, click the profile of the person you want to ignore, and somewhere in there is an "ignore" button.

In the user's profile, to the right side is the option to "add so and so to your ignore list", it's to the right of the option to add them to your friends list.

Yes.

Go up to "User CP" in title bar.

Click on it and scroll down to "Miscellaneous"

Click on "Buddy / Ignore Lists"

You'll be able to figure it out from there.
