i kinda lean towards fake ,i think that they would have sent a officer there because of liability reasons, she coulda went berserk afterwards clearly anyone that would call 911 to complain about a hamburger is mentally unstable

Woman jailed after calling 911 about pizza man
CHARLOTTE, North Carolina (AP) -- An 86-year-old woman was jailed after police said she called emergency dispatchers 20 times in a little more than a half-hour -- all to complain that a pizza parlor wouldn't deliver.
Dorothy Densmore was charged with misusing the emergency telephone hotline, jail spokeswoman Mandy Giannini said.
She told dispatchers Sunday that a local pizza shop refused to deliver to her south Charlotte apartment, said Giannini. She also complained that someone at the shop called her a "crazy old coot," Giannini said.
Densmore wanted them arrested. Instead, police came to arrest her, and she resisted, Giannini said.
It's unusual for someone to face charges for nonemergency calls, Giannini said. But on Sunday, Densmore kept calling 911, even after she was told to stop, Giannini said.
When an officer arrived at her apartment, the 5-foot (1.5-meter) -tall, 98-pound (44.5-kilo) woman attacked him, Giannini said. Densmore scratched him, kicked and bit his hand, she said.
Densmore also is charged with resisting a public officer and two counts of misusing the emergency telephone system, jail records show.

From Snopes: Since the question on everyone's minds is "Is this for real?" we called the Orange County Sheriff's Department (OCSD) and spoke to a couple of folks at the Public Affairs Office. They were a bit busy to speak with us at length (evidently matters such as homicides and escaped prisoners take priority over media inquiries about irate fast food patrons), but they told us the recording is an actual call that was handled by an OCSD dispatcher about two years ago.
We're leaving this entry's status as "undetermined" for now because we plan to talk to the OCSD again to obtain some additional background information (such as why the dispatcher stayed on the phone so long over something that was clearly not a police matter), and because the fact that the recording is genuine doesn't necessarily mean it was on the level. Was the caller really a harried mother with an overinflated sense of entitlement, or was she a prankster pulling one over on the sheriff's department for the sake of a laugh? Since no one responded to the call, we may never know.

Dorothy Densmore was charged with misusing the 911 system after she allegedly called the emergency line 20 times in about half an hour.
Densmore told police dispatchers Sunday she was angry that her local pizza parlour wouldn't deliver to her apartment and demanded that they arrest the restaurant owner.
Instead, they arrested her.
But the five-foot, 98-pound woman wasn't about to go quietly. She scratched, kicked and bit the hand of the police officer who came to arrest her, said officer Mandy Giannini.
Densmore is also charged with resisting arrest.
While it's rare for someone to be charged for abusing the emergency line, Densmore kept calling even after she was asked to stop, said Giannini.
