If the guy is incapable of doing his job, why isn't he being ordered to step down?

Actually, it's amazing this Administration went that far. Before Bush, I had never heard of, or thought it was possible to have, a politician who would ignore and condone misfeasance, malfeasance, and nonfeasance.
Ike had Sherman Adams, LBJ had Bobby Baker, Nixon had Ehrlichman and Haldeman, etc. "Indispensable" aides who discovered that when you become an embarrassment you become expendable.
Bush has not only tolerated the most gross sort of incompetence, he has promoted and honored the people who did it. Tenet, Wolfowitz and his whole crowd at the Pentagon, that utter maniac who just got promoted to UN ambassador.
With most politicians, you'd look at Mike Brown's record and ask only two questions: why didn't they fire him outright? and what took so long? "At the pleasure of the President means exactly that. But with Bush, you ask "Wow, I wonder what he must have said to get this reaction?"

Here in Phoenix, we had a scandal with a Roman Catholic Bishop...his name is Bishop O'Brien. The man engaged in shifting priests that were accused of molestation from parish to parish and was taking bigtime heat from the County Attorney. What I remember most from this debacle was the good Bishop stating in a press conference that he would not resign, that "he serves at the pleasure of the Pope." ARRRGGGHHH.
A few months after that, he ran down some hapless man in the street one night and drove off. The man died. The bishop finally was removed, got no jail time and the church still takes care of this clown.
In my cynical point of view, I see many parallels between this story and the government we have now.

According to the DC reporter on CNN, apparently Cheney heard a pile of complaints about Brown and FEMA on the trip to the gulf coast. When Cheney asked Chertoff about the complaints, Chertoff was said to admit there were some issues. Cheney was supposed to have told Chertoff to "handle it". Chertoff did.
If that story is true, it truly demonstrates who really runs the administration.

Brown is still head of FEMA , just not in charge of katrina releif .
he and Chertoff both need to be Fired
what a load of shit Bush has given us for "homeland security " , 5 years after 9/11 Aand we are less prepared for a diaster than prior to 9/11.

The headlines should read: Brown Flushed Down! or FEMA Flushes Brown! or Brown Goes Down! Yea, I think I like that last one best. Brown Goes Down! Has a nice ring to it.
They like to use the term 'resigns' but in reality when it is 'quit or be fired' the effect is different.
Did bush like folks to see the brownie on browns nose?

Yep, "Brown goes down" is a great headline, and I'll bet it will be in a lot of papers in the morning!
They always say "resign" because the president can demand their resignation. Being fired by the president wouldn't look so good on his already weak resume.

The same thing happened to the elder Bush's administration, only the elder Bush lost just a smidge more of popular opinion before his second term came up for election, so he lost. I imagine had the elder Bush served a second term, it would have ended up much like the current Bush. I never liked the Rockafeller republicans, and I never bought Bush's ovhauling of his personality by borrowing from the great Ronald Reagan--Bush isn't genuine. Well, he's a genuine failure, but nothing more elegant than that. Fucking system. Gore wanted to issue national ID cards cuz he thought it was "neato technology"--Bush opposed them, but now Bush wants to issue national ID cards in the name of "national security". Why don't both sides just fucking tell us the truth--we're doomed to a life of ever-increasing government control, a complete and unadultered erosion of every civil liberty we once held dear--there is no need to deny these things as the two party system has it's claws firmly wrapped around every American's neck, choking the life out of us. They needn't pretend any longer, as we couldn't fight back even if we wanted to.
It's not even worth asking the question of how an Arabian horse breeder makes the leap from the mating stable to the head of FEMA. I mean, it totally blows the mind. What sucks is, the dude isn't a bad guy, he's just not fit for this position. Most people would take such a prestigous job if offered it, so the fault here goes to Bush, not Brown. That is, if Brown resigns, as he has the moral obligation to do. Who's been doing the Rumsfeld watch? Sorta took my focus off the crazy warmonger there for a while during Katrina... is Rummie busy making war with other countries in the Axis of Evil, like France or Germany? Hell, now that we have a couple Mexican convoys down in Florida, we may as well take full advantage!
